CHINA had 770 million 4G users at the end of 2016, double the number from a year earlier, data from the Ministry of Industry and Information Technology showed yesterday.
More than 58 percent of China’s mobile phone users were 4G subscribers at the end of 2016, said Zhang Feng, spokesperson and chief engineer of the ministry.
There were 386 million 4G users at the end of 2015.
China has the world’s largest 4G network and is aiming to add 2 million 4G base stations, mainly for townships and villages, by 2018.
China is also researching and testing 5G technology with a goal to commercialize it by 2020.

The axe finally fell on South Korea’s once-mighty Hanjin Shipping yesterday as a Seoul court declared it bankrupt after struggling for years under the weight of billions of dollars worth of debt. Hanjin filed for bankruptcy protection in August owing US$5.37 billion as creditors refused to bail it out, with dozens of its vessels stranded outside around the world as they were refused entry to ports. An accounting firm hired by the Seoul court concluded earlier this month that the company’s liquidation value would be greater than its worth as a going concern. The firm, which was once South Korea’s biggest shipping firm and the seventh-largest in the world, has since been forced to sell most its assets at home and abroad to pay off debts, with most of its 1,500 workers laid off. “We will try to ensure that the bankruptcy process would enable the firm to pay off debts to all debt holders in a fair and proper fashion,” the court said in a statement. Trading in the firm’s Seoul-listed shares was also halted yesterday. Hanjin’s demise represents the biggest bankruptcy in container shipping and news of its impending doom last year caused chaos in the global industry. Most of its fleet of 141 ships were banned from docking in the US, China and many other countries because of its failure to pay ports for their services. The family-run firm started going under after the shipping industry suffered its worst downturn in six decades caused by slumping global trade. Mismanagement by top executives — including the late former owner’s widow who took helm in 2007 despite having no experience in business — is also blamed for its collapse.

Colonel (retired) Vinayak Bhat, an imagery expert, has told India Today TV that the video of the launch released by the Pakistan Army appears to be computer-generated. He also said the colour of the missile changes from white to orange in the video released by Pakistan. Even the speed of the missile is impossibly high, he said.

France says it was the subject of 24,000 cyber-attacks against defense targets last year.

Defense Minister Jean-Yves Le Drian said such attacks were doubling every year and this year's presidential elections could be targeted.

He said it would "naive" to think that France was immune to the type of cyber-campaign that targeted the US election, which has been blamed on Russia.

Mr Le Drian is overseeing an overhaul of France's cyber-security operations.

Cyber-attacks in France have increased substantially in the last three years and have become a serious threat to the country's infrastructure, Mr Le Drian said.
He said that thousands of external attacks had been blocked, including attempts at disrupting France's drone systems.

In April 2015, a powerful cyber-attack came close to destroying French TV network TV5Monde, which was taken off air.
A group calling itself the Cyber Caliphate, linked to so-called Islamic State (IS), initially claimed responsibility. Later it was said to have happened from within Russia.

CHINA DAILY: Chinese Earth observation satellites come online

Phase one of China's first commercial high-resolution Earth observation satellite constellation is in operation, according to its developer.

China Aerospace Science and Technology Corp, the country's main space contractor, has released several images taken by the SuperView 1A and 1B, the first two satellites in the SuperView system.

The images show the Potala Palace and a local convention center in Lhasa, capital of the Tibet autonomous region, and the Hong Kong Convention and Exhibition Center.

The SuperView 1A and 1B were launched atop a Long March 2D carrier rocket on Dec 28 from the Taiyuan Satellite Launch Center in Shanxi province. They entered their preset orbits on Tuesday and have sent more than 1,200 ground images back to the control center, according to the State-owned CASC.

China already operated the Gaofen network, which is comprised of four satellites, but that system mainly serves government departments and the public sector rather than businesses, said Yang Yike, director of high-resolution satellite projects at CASC.

The two identical satellites are part of the SuperView network of at least 24 Earth observation satellites, which CASC expects to become one of the worlds largest commercial providers of space imagery and geospatial data, said Yang.

The whole system will be operable by 2022, he said.

Rocket to cut cost of missions

China conducted on Monday the first flight of a new solid-fuel carrier rocket, which designers say can save clients about $10 million on each mission compared with similar US products.
Clients can alter specifications for the Kuaizhou series to suit requirements.
The Kuaizhou 1A blasted off from a launch vehicle at 12:11 pm at the Jiuquan Satellite Launch Center in Northwest China to lift three small satellites - Jilin 1C, XY S1 and Caton 1 - into a sun-synchronous orbit.

Jilin-1C is a multifunctional Earth-observation satellite designed to obtain high-resolution monitor video of a designated area. It is tasked with serving multiple civilian purposes including land resources survey, environmental protection, transportation and disaster prevention and relief.

XY-S1 and Caton-1 are two experimental mini satellites. XY-S1 was made by the China Aerospace Science and Industry Corp to test a new low-orbit, narrowband satellite communications system. Caton-1 was developed by privately owned Beijing Caton Technology Co to demonstrate technologies for the company's maritime satellites.

The launch was carried out in accordance with market discipline and commercial contracts, marking a landmark in China's commercial space sector, according to CASIC. The company previously said the launch contract was worth about 100 million yuan ($14.5 million).

In China, a commercial space mission generally refers to space launch activity paid for by an entity other than a Chinese government or military department. Despite China having a long history of space exploration, commercial space is a new idea that is becoming popular among State-owned space contractors as they are eager to seize lucrative opportunities in addition to government-assigned tasks.

In mid-February, CASIC set up a commercial launch provider - Expace Technology Co - to take charge of Kuaizhou rockets' marketing. The contract for Monday's launch was signed in April, becoming the first deal for Expace Technology.

Zhang Di, a senior rocket designer at CASIC and chairman of Expace Technology, said CASIC aims at making Kuaizhou rockets the best choice of solid-fuel rockets in the international market in terms of both launch capability and price.

"We know that the US' SpaceX is very strong in this field, but we are determined to make better and more affordable rockets than theirs," he told China Daily after Monday's launch. "Currently, the average price of each kilogram of payload launched by a solid-fuel rocket is about $40,000, but our charge rate is lower than $30,000. In addition, our service is competitive when it comes to other costs such as personnel and launch facility expenditures."

Using Kuaizhou 1A, a client can save $10 million on each launch compared with US solid-fuel rockets currently available on the market, he said, explaining that the low price does not compromise its capabilities, which are as good as foreign products.

Expace is now in talks with satellite makers in Asia, Europe and Latin America, and has received procurement intentions from domestic clients for more than 10 Kuaizhou 11, a bigger and stronger type under development by CASIC, according to Di.

Liang Jiqiu, chief designer of the Kuaizhou series at CASIC, said most components installed on Kuaizhou rockets are off-the-shelf products, therefore production costs are low.

He added that clients are able to make changes to the Kuaizhou rockets' specifications based on their requirements, which is an advantage that most other solid-fuel rockets in the international market do not have because they are refitted ballistic missiles.

The KZ-1A was developed from the Kuaizhou-1 rocket with improvements in adaptability. It is a low-cost solid-fuelled carrier rocket with high reliability and short preparation period and was designed to launch low-orbit satellites weighing under 300 kg. The JL-1 is a multifunctional remote-sensing satellite providing high-definition video images which is expected to be used for land resource and forestry surveying, environmental protection, transport and disaster prevention and relief purposes. The XY-S1 and Caton-1 are experimental satellites to test technologies of low-orbit narrow-band communication and VHF Data Exchange System (VDES) respectively. A rocket technology company under the China Aerospace Science and Industry Corporation was responsible for the launch mission. The success of the mission marks the company's capability of providing flexible, convenient, quick and economical launch services for domestic and overseas clients, said the statement.


CHINA'S LUNAR MISSION


BEIJING - China plans to launch the Chang'e-5 lunar probe at the end of November this year, from the Wenchang Space Launch Center in southern China's Hainan province, aboard the heavy-lift carrier rocket Long March-5.

The mission will be China's first automated moon surface sampling, first moon take-off, first unmanned docking in a lunar orbit about 380,000 km from earth, and first return flight in a speed close to second cosmic velocity, according to the China Aerospace Science and Technology Corporation (CASC).

"With a weight of 8.2 tonnes, the lunar probe is comprised of four parts: an orbiter, a returner, an ascender and a lander," said Ye Peijian, one of China's leading aerospace experts and a consultant to the program.

The lander will put moon samples in a vessel in the ascender after the moon landing. Then the ascender will take off from the moon to dock with the orbiter and the returner orbiting the moon, and transfer the samples to the returner.

The orbiter and returner then head back to the earth, separating from each other when they are several thousands kilometers from earth. Finally, the returner will reenter the earth.

The development of Chang'e-5 has entered the end of its flight model phase, and relevant work is proceeding smoothly, according to CASC.

China plans to fulfill three strategic steps with the launch of Chang'e-5, "orbiting, landing and returning."

The country also plans to launch the Chang'e-4 lunar probe around 2018 to achieve mankind's first soft landing on the far side of the moon, and to conduct an in situ and roving detection and relay communications at earth-moon L2 point, according to the China National Space Administration.

"The country plans to send robots to explore both lunar poles," said the administration's vice director Wu Yanhua late last year, adding that plans to send astronauts to the moon were also being discussed.
